The name “Rosquillos Festival” finds its origins in the rosquillos themselves, a creation by Margarita Frasco in 1907. Frasco, also known as Titay, crafted these round, flat, golden-brown biscuits with a distinctive snaggy edge. Her recipe ingeniously combined basic kitchen ingredients like flour, eggs, shortening, sugar, and baking powder.

The History of Rosquillos Festival

In the past, Liloan town celebrated the Parola Festival, inspired by the Bagacay Lighthouse, affectionately referred to as “parola,” located in Barangay Catarman. Constructed in 1857 during the Spanish colonial period, the tower served as a vital navigational aid and was commissioned under Executive Order No. 28 by Governor General William Howard Taft on July 28, 1903.

The Rosquillos Festival was implemented by the local government of Liloan in 2008. This fest pays homage to the town’s rich history and culinary heritage, particularly focusing on the iconic rosquillos, a product that is both unique and synonymous with Liloan.
