The “Free Funeral Service Bill” has been passed!

Dealing with the death of a loved one is not only emotionally tormenting, but also financially challenging especially when a decent traditional burial service would cost an average of Php50,000.00; and not everyone has that amount. But, worry no longer as the Senate just passed a bill that aims to ease that burden for families in crisis.

On June 2, the Senate approved Senate Bill No. 2965, also called the Free Funeral Services Act, on its third and final reading. If enacted, this law will ensure that poor or disaster-stricken Filipino families can access dignified and free funeral services through accredited funeral homes across the country.

Who Can Avail

According to the bill, families considered indigent by the Department of Social Welfare and Development (DSWD) will qualify. This includes those who are below the poverty threshold set by the National Economic and Development Authority (NEDA), as well as families severely affected by disasters, calamities, or emergencies.

Qualified beneficiaries will receive an “Indigent Funeral Package” that covers:

  • Embalming and body preparation
  • Processing of documents
  • Burial or interment services
  • Cremation and inurnment
  • Transportation of remains
  • Casket or urn
  • Use of a viewing venue (if available)

How to Avail

To avail of the service, the bereaved family or representative must present:

  • A valid ID
  • A death certificate or certification from the local health office or tribal chieftain
  • A signed funeral contract between the family, funeral service provider, and DSWD
  • A social case study by a licensed social worker

These services will be available once per deceased family member, and only through DSWD-accredited funeral establishments. In addition, those caught faking documents or fraudulently availing of the service, whether individuals or funeral homes, could face up to 6 months of jail time and a fine of up to ₱500,000.

Let’s be real, passing the bill is a good move by the Senate. Giving free funeral services to those in need is, at its core, a compassionate act. But naturally, netizens had a lot to say. Many pointed out that the bill focuses only on a specific demographic, leaving out other income brackets who might also be struggling with funeral costs. Some felt it’s just the same beneficiaries being supported again and again, raising questions about fairness and inclusivity. Others voiced concerns about where the funding would come from, such as will taxpayers end up carrying the burden for this new “freebie”? It’s a classic case of good intention, but with a side of public doubt.
