“We can judge the heart of a man by his treatment of animals.” – Immanuel Kant

On February 25, 2025, an innocent dog in Murcia, Negros Occidental, was shot and injured with an improvised weapon known as an “Indian Pana.” The dog, named Tiktok, was rushed to a veterinarian, where he received medical treatment and underwent surgery to remove the arrows embedded in his body, one of which narrowly missed his neck. Fortunately, the operation went well, and Tiktok received medication for pain relief and anti-inflammatory treatment.
Rewards Raised
Local and national authorities announced a reward for anyone who could provide information leading to the arrest of the individuals who shot five arrows at this poor dog. Additionally, the Mayor of Murcia announced that he would contribute ₱10,000 to anyone who can identify the perpetrator of this unimaginable act of cruelty. Recently, the total reward was raised to ₱65,000.
Possible Penalties for the Culprit

Ignorance of the law excuses no one. This appalling act of cruelty has enraged all pet owners and animal lovers. Under the Animal Welfare Act of 1998 (Republic Act No. 8485), individuals found guilty of animal cruelty face significant penalties. This act aims to promote the protection and welfare of all animals in the Philippines.
If the animal is severely injured and requires human intervention to survive:
- Imprisonment of one year and one day to one year and six months, and/or a fine not exceeding ₱50,000.
If the animal dies:
- Imprisonment of one year, six months, and one day to two years, and/or a fine not exceeding ₱100,000.

The fight against animal cruelty is not just a cause but it reflects the compassion within us. Our treatment of animals is a reflection of our humanity. It’s not just about laws and regulations, but also about changing mindsets and raising awareness.
