Agusan del Sur has claimed the top spot for literacy rates in the Caraga Region, according to the 2024 Functional Literacy, Education, and Mass Media Survey (FLEMMS) by the Philippine Statistics Authority (PSA). The province achieved a basic literacy rate of 91.2%, outpacing other provinces and the highly urbanized city of Butuan. Overall, nearly nine out of ten Caraganons aged five and above can read, write, and perform simple calculations.

Understanding Basic Literacy

Basic literacy measures the ability to read, write, and handle fundamental mathematical tasks. In Caraga, 87.9% of individuals aged five and above demonstrate these skills, which equals about 2.24 million people. Nationwide, the basic literacy rate is slightly higher at 90%, or around 93 million Filipinos, highlighting a generally strong foundation in reading and writing across the country.

Functional Literacy Levels

Functional literacy goes beyond reading and writing, including comprehension, problem-solving, and integrating information. In Caraga, 63.1% of individuals aged 10 to 64 possess functional literacy, about six out of ten people. Butuan City leads in this category with 73%, while Agusan del Norte has the lowest at 55.7%.

The survey found differences between male and female literacy rates. In basic literacy, females scored 89.6%, higher than males at 86.2%. Functional literacy also shows a similar trend, with 67% of females being functionally literate compared to 59.5% of males.

The 2024 FLEMMS report used a revised method approved by the PSA Board. This update ensures more accurate measurement of both basic and functional literacy, reflecting the actual skills of the population in reading, writing, computation, and comprehension.
